I have just heard that this morning the con-

ditions of Agreement for loan from Hong Kong to Viceroy at

Wuchang and payment of £400,000 to Hong Kong and Shanghai

Bank were published in Shanghai,

In these circumstances I propose to inform the

Executive Council confidentially of the conditions and

concomitant advantages. At present they know nothing

of the matter.
